One of the most confusing parts of living in Italy is knowing which office to visit for what. This guide introduces the main government offices you are likely to encounter and the types of services each one generally handles.
Key offices
The Questura is the provincial police headquarters. It is primarily responsible for immigration matters, including the processing and issuance of residence permits (permesso di soggiorno) for non-EU nationals. It also handles passport services for Italian citizens and certain public safety functions. Appointments are often required and wait times can vary significantly.
The Comune is your local municipal office and handles a wide range of administrative services. These typically include residency registration (anagrafe), civil status records such as birth and marriage certificates, identity cards, and electoral services. The Comune is often one of the first offices you will visit after arriving in a new city or town.
The Prefettura represents the central government at the provincial level. It coordinates between national and local authorities and handles certain immigration-related matters, including citizenship applications and some aspects of public order. Its role is more administrative and coordinating than direct service delivery for most residents.
More offices
INPS (Istituto Nazionale della Previdenza Sociale) is Italy's national social security institute. It manages pensions, unemployment benefits, family allowances, sick pay, and other social insurance programs. Both employees and employers interact with INPS for contributions and benefits.
The Agenzia delle Entrate is Italy's revenue agency, responsible for tax administration. It is where you obtain your codice fiscale, file tax-related documents, and handle property registrations. It also manages tax disputes and provides taxpayer services.
The ASL is the local health authority responsible for healthcare services in your area. It handles registration with the national health service (SSN), assignment of a family doctor (medico di base), vaccinations, and various health-related certifications.
While not a government office in the traditional sense, Poste Italiane plays a significant role in Italian bureaucracy. Beyond postal services, it handles residence permit applications (kit postale), bill payments, financial products, and SPID digital identity activation.
